Invitation to tender: Evaluation partner

We are looking for an evaluation partner to support understanding and generate evidence of community-based debt advice approaches for vulnerable client groups.

Summary

We are launching an exciting new project which seeks to increase the amount, and influence the direction, of funding for community-based debt advice. To achieve this, the project aims to identify, measure, and evidence the impact of distinct approaches within community debt advice for reaching vulnerable client groups.

We are recruiting an evaluation partner to identify debt advice delivery approaches with the most potential and build evidence of their value and impact. The evaluation will span 2.5 years in total and be split into two phases.

Submission deadline: Friday 4th July 2025 at 5pm.

What we are looking for

  • Experience using evaluation learning and insights to target decision makers and shape policy and practice.
  • An understanding or experience of work in relation to debt and poverty.
  • Experience using data to develop actionable recommendations.
  • Ability to present complex and technical information in an accessible way for a diverse audience.
  • Strong data analysis and technical visualisation skills.
  • Ability to develop strong relationships with key delivery partners, local communities, and stakeholders.

We recognise that the project may require the expertise and skills of more than one organisation, therefore, we welcome consortium bids with one named lead organisation.
